In Estrie, Pia (or Melons) asks the player to take part in the conflict in Estrie between the Red Panthers and the Brotherhood. This quest reads as follows:

Context
Despite their rhetoric on the matter, the Red Panthers arrived in Estrie well before the Brotherhoood, which explains their fairly advantageous facilities. A handful of residents already lived in Estrie before they came, and do not see the presence of either of these two groups favorably. This quest is designed to engage the player in the political life of this contested space.
