Context

Patria and the Brotherhood have little, but still some things in common. They are both rather identity-based and homogeneous armed organizations, living with a certain fear of a threatening outside. Neither will shy away from the opportunity to increase their ability to defend themselves through some form of non-aggression and mutual assistance pact, but neither will (ever) go so far as to allow the other to absorb them or be absorbed by them.
