In Cap-Lévis, the residents ask the player (so that he can be part of the community) to take a direct action against Capital or one of its suburbs. This quest reads:
Create a blackout in Capital
Context
The anarcho-insurrectionist community of Cap-Levis has formed with the aim of resisting Capital (and thus protecting neighboring communities) and taking direct action against the city-state. The inhabitants who did not want to expose themselves directly to risks settled in La Vallée or Cap-Rouge. It is not the first time that the police of Capital or some of its bribed inhabitants try to infiltrate Cap-Lévis, which led its occupants to first demand a sabotage action against Capital before admitting a new member.
